About us

Improving skills and pathways in the New Zealand Construction Industry.

Our Role

We are an umbrella organisation which represents 17 industry association members, their 12,000+ employer firms and around 25,000 learners. Our vision is for a highly productive, attractive and cohesive construction industry that is empowered to take on more technical and professional roles. To achieve this, we will play an ongoing role in building capability across the sector beyond the vocational education system, through providing funding to improve employers’ skills, scholarships for advanced study, networking opportunities to share best practice and promoting the trades as a career.

Our History

The Building and Construction Training Fund (BCTF) was established in October 2021, after changes came into effect following the previous government’s Review of Vocational Education (RoVE). This resulted in the disestablishment of the Building and Construction Industry Training Organisation (BCITO), from which BCTF emerged. In April 2025 we adopted a new constitution, from which our name changed to Construction Growth Foundation (CGF).

CGF Strategic Pillars (2026–2028)

  • What this means:
    CGF will become a trusted source of evidence and insights that help the construction sector understand what’s happening now and prepare for what’s next. This intelligence will draw on inherited research projects, member input, and wider market information.

    Strategic Statement:
    CGF provides reliable, accessible data and research that enable members, government, and training providers to make informed decisions about workforce capability, skills needs, and industry trends.

  • What this means:
    CGF will strengthen people and organisational capability across the construction ecosystem, from individuals and small businesses to associations and the broader sector.

    CGF strengthens capability across the construction sector by supporting leadership development, expanding access to training, and helping businesses build resilience to survive and thrive in challenging times.

  • What this means:
    CGF will elevate member voices and represent the sector through influence, collaboration, and thought leadership. Beyond advocacy, CGF will engage with government, back member-led initiatives, and lead conversations that shape the future of construction.

    Strategic Statement:
    CGF uses its collective voice to influence policies and practices that affect construction capability, supporting members in their own advocacy while leading on pan-industry issues where alignment strengthens impact.

    CGF will remain financially strong, well-governed, and adaptable, ensuring it continues to deliver value and relevance to members and the wider construction sector.

    CGF maintains the financial strength, member trust and organisational adaptability needed to deliver sustained value to the construction sector over the long term.
